User Accounts: Money and DRFT

There are two circumstances where accounts are created for users automatically:

1. if the user visits their own profile page or the accounts page, this will trigger creation of a primary DRFT account for them.

2. if a location admin creates a backing with that user, it will create the relevant backing accounts and make them an owner.

Currently, any other accounts need to be manually created by an admin.

Site-wide Super Admins can visit the admin backend to manually create primary DRFT accounts for users.
